Government of Sierra Leone Enterprise Architecture Capability Project

Project Overview

As part of the Government of Sierra Leone’s Digital Transformation agenda, under the Smart Africa Alliance for a Digital Economy Initiative, a Technical Working Group (TWG) was established to drive the country’s Enterprise Architecture (EA) adoption and digital government initiatives.

The initiative was led by Digital Impact Alliance (DIAL) in collaboration with the Ministry of Information and Communication and other key stakeholders. Liranz Limited was engaged as a technical partner to build the capacity of government actors and stakeholders, equipping them with the necessary knowledge, tools, and methodologies to effectively design, implement, and sustain digital government services.

Project Objectives

The primary goal of this initiative was to empower the EA Technical Working Group with the right skills, methodologies, and frameworks to drive digital transformation initiatives within the Sierra Leonean government. The key objectives included:

  1. Enterprise Architecture (EA) Knowledge Transfer

    • Equipping the EA Technical Working Group with expertise in Building Blocks, the Stakeholder Management Technique, and key architectural frameworks such as:
      • The TOGAF Content Metamodel
      • The TOGAF Technical Reference Model
      • The Integrated Information Infrastructure Reference Model
  2. Technical Coaching & Implementation Support

    • Providing methodological coaching for the Technical Working Group, ensuring they could effectively adopt and apply modern frameworks in digital transformation.
    • Introducing best practices in:
      • PRINCE2 Project Management Methodology – for structured project execution.
      • ITIL4 Service Management Framework – for efficient IT service delivery.
      • COBIT 5 IT Governance Framework – for robust IT governance and compliance.
      • Agile Methods such as SCRUM and Design Thinking Techniques – for iterative and user-centric digital service development.
  3. Stakeholder Needs Assessment & Tailored Content Development

    • Conducting a comprehensive needs assessment to understand the specific challenges and gaps faced by government actors in digital service delivery.
    • Developing tailor-made training content that aligned with the government’s digital transformation priorities.
    • Performing post-training assessments to measure knowledge retention and practical application of learned concepts.
  4. Sustainability & Strategic Recommendations

    • Providing recommendations and strategic guidance to ensure the effective rollout and long-term sustainability of digital government services.

Approach & Execution

1. Capacity Building & Hands-on Training

To ensure the EA Technical Working Group gained practical expertise, the training was designed to be interactive and hands-on. Participants were engaged in:

  • Workshops and expert-led discussions on digital governance frameworks.
  • Practical exercises using TOGAF and other EA methodologies.
  • Case studies and real-world scenarios to apply newly acquired knowledge.
2. Coaching & Adoption of Best Practices

A methodological coaching approach was adopted to ensure that participants could confidently apply the concepts in real-world digital transformation projects. This included:

  • Guided implementation sessions where teams worked on live projects.
  • Mentorship and advisory support to help integrate best practices into their respective government agencies.
  • Collaborative problem-solving exercises to address existing challenges in digital service delivery.
3. Needs Assessment & Tailored Content Development

Understanding that digital transformation is not a one-size-fits-all approach, Liranz Limited conducted a stakeholder needs assessment to:

  • Identify knowledge gaps among government actors.
  • Customize training content to meet specific government priorities.
  • Ensure the training was aligned with Sierra Leone’s digital transformation strategy.

The customized training modules were designed to be practical, results-driven, and tailored to the unique operational context of Sierra Leone’s digital ecosystem.

4. Post-Training Assessment & Strategic Roadmap

To evaluate the effectiveness of the training, a post-training assessment was conducted to measure:

  • Knowledge retention and understanding of key EA concepts.
  • Practical application of methodologies in ongoing projects.
  • Challenges faced by participants in applying the newly acquired knowledge.

Based on the findings, Liranz Limited provided strategic recommendations for:

  • Ensuring long-term sustainability of digital government initiatives.
  • Strengthening the Enterprise Architecture adoption roadmap.
  • Enhancing collaboration between government agencies for integrated service delivery.
