1. IT Consultancy Services for the Development of Digital Service Standards and Public Service Delivery Landscape Review - Sierra Leone

Project Scope:

This activity aims to enhance digital service delivery in Sierra Leone by developing comprehensive digital service standards based on international best practices while improving the efficiency, accessibility, and quality of government-to-citizen (G2C) and government-to-business (G2B) services.

Project Objectives:

Specifically, the assignment focuses on two key areas:

Digital Service Standards:

  1. Develop comprehensive digital service standards (DSS) and guidelines that align with international best practices and are tailored to the local needs and context, covering key areas such as citizen-centricity, inclusivity, agility, security, data protection, interoperability, and operating public digital services.
  2. The standard will include step-by-step guides, tool-kits, and templates to support the usage and
  3. compliance with DSS.
  4. Review international best practices and standards based on at least four (4) global references, one (1) from the sub-region, and three (3) from North America, Europe, and Asia respectively.
  5. Propose a governance framework intervention to oversee MDA’s compliance with the DSS.
  6. Develop a roadmap for the adoption of the DSS and guidelines, including recommendations for capacity building, institutional reform, and stakeholder engagement where necessary…

2. Government of Sierra Leone Enterprise Architecture Capability Project

As part of the Government of Sierra Leone Digital Transformation efforts, under the Smart Africa Alliance for a Digital Economy Initiative, a technical working group was formed led by DIAL. Liranz Ltd., worked with DIAL, the Ministry of Information and Communication and other players to build the capacity of different government actors and stakeholders to ensure that they are well positioned and equipped to effectively deliver and sustain government digital initiatives.

Project Objectives:

  1. Equipping the EA Technical Working Group with the knowledge and tools to use Building Blocks, the Stakeholder Management Technique, the TOGAF Content Metamodel, the TOGAF Technical Reference Model, and the Integrated Information Infrastructure Reference Model.
  2. Methodologically coaching Technical Working Groups to use new methods, apply and implement them. Example of the methods included, PRINCE2 Project Management Methodology, ITIL4 Service Management Framework, COBIT 5 IT Governance Framework and Agile methods such as SCRUM and design thinking techniques.
  3. Additionally, working with stakeholders to scope the needs of the government actors, developed a tailor-made content, performed post-training assessment and provided
    recommendations that would support effective roll out of digital government digital services.
