Liranz Limited played a pivotal role in strengthening Sierra Leone’s national cybersecurity capacity through a comprehensive onboarding and training initiative for newly recruited staff of the National Cybersecurity Coordinating Center (NC3). This project was designed to equip the new cybersecurity workforce with the right technical skills, operational mindset, and strategic capabilities required to safeguard the nation’s digital ecosystem.

As part of Sierra Leone’s broader agenda to enhance cyber resilience, Liranz was engaged to design, develop, and implement a structured onboarding and capability-building program tailored to the needs of a national cybersecurity institution. Our efforts focused on ensuring that the new NC3 staff were not only technically prepared but also aligned with global best practices and the organizational culture of a national security agency.

Project Overview

The primary objective of the project was to equip NC3’s newly recruited personnel with foundational cybersecurity knowledge, operational readiness, and a strong service-oriented mindset. The initiative also aimed to help the institution build a resilient and agile cyber team capable of responding to emerging threats and delivering high-quality cybersecurity services to government and national stakeholders.

To achieve this, Liranz delivered a structured program combining technical training, organizational familiarization, and strategic planning.   • Organizational policies, operational procedures, and cybersecurity governance frameworks
  • The mandate, structure, and strategic role of NC3 within Sierra Leone’s digital security architecture
  • A guided introduction to the working culture, tools, and responsibilities associated with national cyber defence

This onboarding process ensured that new staff quickly gained a sense of belonging and clarity on their role within the national cybersecurity ecosystem.

  1. Capacity Building in IT Service Delivery (ITIL Training & Preparation for Certification)

To strengthen NC3’s service delivery capabilities, Liranz delivered ITIL-based training focused on:

  • IT service management fundamentals
  • Incident management, change management, and continuous improvement
  • Real-world application of ITIL processes within cybersecurity operations

The training prepared participants for ITIL certification and enhanced the Centre’s ability to deliver predictable, efficient, and high-quality cybersecurity services.

  1. Training on Agile Project Management (Scrum & Lean Methodologies)

Recognizing the need for an agile and adaptable cybersecurity environment, Liranz equipped staff with foundational skills in:

  • Scrum project management
  • Lean methodologies for process optimization
  • Agile principles and their relevance to cybersecurity operations

The goal was to build a team capable of iterative planning, rapid response, and continuous adjustment in a dynamic cyber threat landscape.

A key component of the project was the development of a detailed three-year work plan aligned with Sierra Leone’s National Cybersecurity Strategy. This strategic plan outlined:

  • Staffing, governance, and resource allocation frameworks
  • Best-practice guidelines for building national cyber resilience

This ensured NC3 had a clear, actionable roadmap for advancing cybersecurity maturity and delivering on its national mandate.
